The Mexican Official Standard NOM-028-ENER-2010 establishes the minimum efficiency limits for all-purpose lamps used in residential, commercial, services, industrial and public lighting environments, as well as their test methods.

Scope

This Official Mexican  Standard  is applicable  to all-purpose  lamps  used in residential,  commercial, services, industrial  and public lighting  environments,  (high-intensity  discharge  lamps; self-ballasted  compact  fluorescent lamps; linear fluorescent lamps, incandescent  lamps; incandescent  lamps with halogen; and mixed-light  lamps) which are marketed within the Mexican United States.

Exceptions: This Official Mexican Standard does not apply to lighting lamps under the scope of a specific Official Mexican Standard with regard to energy efficiency, or lamps with one or more of the characteristics below:

  • Black light, killer insect lamps, infrared lamps; lamps used in transport vehicles for signaling, in mining activities, to stimulate plant growth; aquarium, shatterproof lamps, traffic signal lamps; lamps with an integrated reflector; lamps used for entertainment purposes; photo projection lamps; lamps used for medical and therapeutic use lamps.
  • Incandescent lamps with a power rating not exceeding 40W, used exclusively in household appliances such as ovens, microwaves, refrigerators, fans, extractor hoods, sewing machines and dryers.
  • Incandescent lamps with rated voltage up to 32V or lower.
  • Left hand thread, triple power or colored lamps.
  • Decorative incandescent lamps with a power rating up to 40W, such as those which are candle-, flame-, crown- or globe shaped, with any type of base.
  • Linear fluorescent lamps of less than 50 cm in length, with a color rendering index of 90 or greater, a color temperature exceeding 7 000 K, designed to operate at low temperatures; ultraviolet and other special lamps.
  • Compact fluorescent lamps without an integrated ballast; circular fluorescent lamps.
  • Low pressure sodium vapor lamps; LED and induction lamps.
  • Double ended quartz metal halide lamps with a protected discharge tube or a reflector.
  • Ceramic metal halide lamps with a power rating up to 20 W with a protected discharge tube or a reflector.
  • High pressure sodium vapor lamps with a power rating up to 50 W, with reflector or a color rendering index of 60 or greater.

Compliance with the standard

Must comply with this regulation, companies based in Mexico that manufacture, import, sell and/or distribute the product type in the scope of the standard.

Compliance is demonstrated through testing processes and certification and only companies based in Mexico can obtain a certificate of compliance with the standard.

Family Grouping

Lamps for general use are classified and grouped by family, according to the following criteria: All lamps must be of the same brand and manufactured at the same manufacturing location, in addition to the following, as per the type of lamp to assess.

a) Incandescent lamps and incandescent lamps with halogen: Must have the same spectrum, See tables 1 and 2.

b) Self-ballasted compact fluorescent lamps: Assessment procedure as per current standard NOM-017-ENER/SCFI-IN EFFECT must be applied.

c) Fluorescent lamps: Must be of the same diameter, have the same shape, ignition and power, must have the same color temperature range and have the length intervals established in Tables 5 and 6.
