This Official Mexican Standard establishes the safety requirements to be met by peripheral data-processing equipment or related equipment marketed within the territory of the United Mexican States.

  • 1.1 The requirements and testing methods laid down in this Standard apply specifically, but not exclusively to the following products:
    1. Electronic data-processing machines which are identified as portable (laptop, notebook, palmtop), microcomputers, personal systems, personal computers, computers for personal use, networked terminals (PC net), servers or equivalents, and which also have the following characteristics:
      • They are monoprocessors;
      • They use AT (ISA) or EISA or MCA or NUBUS or BIOS or PCI or PCMI or PMCIA bus technology as their principal operating bus in all their present and future versions or versions derived from them.
    2. Peripherals associated with the machines enumerated in subsection a) above, such as: printers, plotters, external disk drives, external tape drives, digitizing tablets, image digitizers, optical readers, monitors and terminals.
    3. Equipment used for electronic communication between data-processing equipment and peripheral equipment, local area networks (LANs), such as concentrators, protocol converters or routers, etc., designed for handling a single technology whose data bus is no greater than 100 MBs, or which have any of the following characteristics:
      • They are not of the modular type;
      • They are not programmable.
  • 1.2 Excluded from the scope of this Standard is highly specialized equipment not included in 1.1 above and which is not directly marketed to the general public but to corporate or institutional users who install, operate and update said equipment directly or for which they share responsibility with the supplier, such as:
    1. Equipment having a multiprocessor architecture, regardless of the type and number of processors that it uses, such as: workstations, scalable servers not covered by 1.1 above, superservers, minicomputers, corporate systems, enterprise systems (enterprise systems or business computer systems), intermediate-range systems, fault- tolerant systems, nonstop systems, high-performance systems, supercomputers and macrocomputers.
    2. Peripherals associated with the machines enumerated in 1.2, such as: printers, plotters, external disk drives, external tape drives, digitizing tablets, image digitizers (scanners), optical readers, monitors, terminals or control units or adapter units.
    3. Equipment used for electronic communication between data-processing equipment and peripheral equipment, local area networks (LANs), etc., such as concentrators, protocol converters or routers, which have any of the following characteristics:
      • They have a data bus greater than or equal to 100 MBs;
      • They have a modular structure designed to modify its characteristics with respect to the handling of different technologies;
      • They are programmable and can handle different communication protocols and/or permit monitoring of the local area network.
    4. Sensors, alarms and other equipment for detecting and signaling conditions capable of causing damage or personal injury.
    5. Fire-extinguisher systems.
    6. Equipment for supplying electric energy that is installed separately in a unit or system (e.g., motor-generator sets, transformers and branch-circuit supply cabling).
    7. Electronic equipment for audio-frequency reproduction and recording that is not connected to such systems as dictation machines, tape recorders and record players.
    8. Data-processing equipment specifically designed to operate at altitudes greater than 3,000 meters above sea level.
  • 1.3 The equipment enumerated in subsections 1.1 and 1.2 above shall be correctly identified by referring to brochures, technical-data sheets, user or installation manuals or service manuals.

The following are also considered by the standard in accordance with general criteria in the field of certification:

  • Machines for word treatment or processing.
  • Automatic analogical or hybrid machines for processing data.
  • Automatic machines or data processing, digital, hand-held with a weight equal to or less than [sic] kilogram, comprising at least a CPU, a keyboard and a display.
  • Combined units with an input/output unit as well as those presented in the form of a system.
  • Digital processing units that include memory units, input units and output units.
  • Color and monochrome monitors with cathode ray tubes.
  • Monitors other than cathode ray tubes with a visual field of 14″ diagonally measured.
  • Laser printers, LED printers, ink-jet printers, thermal transfer printers and ion deposition printers.
  • Combined input and output units (interfaces).
  • Optical readers (scanners) and magnetic ink reading devices, bar codes.
  • Local area network (LAN) devices (concentrators, routers, distributors, repeaters).
  • Control units or adapters and their interfaces.
  • Modems.
  • Multimedia systems.
  • Digital photographic cameras.
  • Disk units, for local area networks, controlling or adapting disks, etc., with their own carcasses.
  • Memory units presented in their own carcasses.
  • Peripherals such as keyboards, mice, remote control pointers, digitizing pads, etc.
  • CD ROM units.
  • Medical equipment for home use or self diagnosis equipment controlled by data processing equipment.
  • Others resulting from new technological developments.

In case of Highly Specialized Equipment (EAE – Equipo Altamente Especializado), UL de México offers EAE dictum services. Issuing this dictum does not grant any right to use UL de México compliance Marks, since it indicates that equipment units are excluded of the application range covered by NOM-019-SCFI-1998, according to item 1.2 therein.
Note: Products powered by voltages of 24 V or lower are also excused, according to Article 10, Annex 2.4.1, NOMs agreement. However, UL may issue the corresponding compliance certificate upon the client’s request.
